Water is such an illusive and difficult subject. Everything has to fall together just perfectly to get "The Shot". Here you have chosen a perfect shutter speed in my opinion though that is a matter of taste. The light is a bit harsh, you need clouds or rain primarily to get the low shutter speeds you seek. I am not sure if you are using a tripod but, it is a must when shooting water. You have the right idea but, more practice and better understanding of your equiptment for shooting moving water.
