I just purchased an E500. Both lenses come with lens hoods. When are the appropriate times to use these hoods? Are they for outdoor photos or specific situations like portraits?

It's recommended to use a lens hood whenever you use your camera. I keep lens hoods on all my lenses all the time.
The reason you are asking this question is because with the growing physical size of zoom lenses which translates into oversize lens hoods, they are becoming like tripods, somehing you should use all the time and would if it weren't such a hassle.
The hood protect the glass from scratches and fingerprints and keeps stray light from striking the front which causes flare.

I agree you should always have the lens hood installed when using the camera. As stated before, it protects the lens and helps deal with flare. Lots of people advise using a UV filter to protect the lens, but I don't like to add anything that may in any way reduce the lens abilty to provide a crisp, sharp image. Lens hoods are an inexpensive, effective way to protect the lens.
