Different flashes of the same nominal output (in Watt-seconds) produce different amounts of light.
True Watt-seconds are the actual power.
Effective Watt-seconds are what the manufacturer thinks his flash is equivalent to, usually as compared with the least efficient unit on the market. Thus, if my 400 W-s unit delivers twice as much light as the worst 400 W-s unit on the market, I call it '800 equivalent W-s'
