Basically when you outgrow the camera you're currently using, or if a newer camera has features that you need, as in earning you money.
With film cameras, we tended to use them for years until they wore out. But today, digital cameras are treated as disposable and some feel the need to upgrade whenever the next new model is available. By doing that, they never come close to understanding the capabilities of their current camera.

But the big clincher is how much do you really want it?
Reality? lol
I like to wait for at least 3 model outputs or more before I upgrade, but of course the advertising and hype and excitement can get to me. But I like to wait until significant improvements are available before I jump with my wallet.
Improvements that will motivate me are higher better ISO, better cropped image quality, more dynamic range; when these are presented to me then I'll move. So I went from the Original Digital Rebel (300D) to the Xsi (450D) and loved the change. But I still shoot with my 300D, I was out using it yesterday and will today as well.
Of course, one event could occur that would "move me off my butt" to upgrade and that is a new model Canon, full frame for under $2000, when that moment appears, I upgrade.
You only upgrade if you need more features than what your current camera has, more lens capability, controls on the camera that your current camera lacks, higher resolution that is needed, better stability, et cetera. In other words, the camera itself - the science side of photography. I have seen people buy upgrades thinking it would take more artistic photos - the artistic side. Sadly, it is an expensive lesson.
