Scout Troop Photo Management Help

Our scout troop stores photos on an external hard drive that is passed along from historian to historian.
Are there any recommendations for photo management software (preferably free) that can be installed stand alone on the external drive? This would really make the transition a lot smoother.

Photo management software to what? View the images or allow modifications? Software can't run from the external drive and (unless it's free) requires a license for each computer it's installed on. If you're only looking for viewing software, you can use the free Windows only IrfanView program and offer it to each person the drive is passed to.
