I need to end up with an image that is 1MB and resolution of 300ppi. When I open up my image, it is document size 18.13" x 13.6" and 180ppi. It is 22.9M. What are the steps I need to do?

Your issue is that you are seeing 22.9 megabytes as an uncompressed file because Photoshop doesn't read JPEG file size except in the Save As or Save For Web dialogue. And resolution (PPI) doesn't effect the file size of the image at all. I work with thousands of artists preparing their images for digital jurying into art shows so I understand your question but the instructions you've been given are missing key information. You're missing the actual size of the image (in height and width pixels) as it displays on a monitor or projected. I always call organizations that offer incorrect image size instructions and explain how to ask for digital images.
Try reading the file size outside of Photoshop in the operating system. On a PC, right click on the file and go to properties. On a MAC highlight the image and choose Get Info.
