Yes. Just do a Mode convert of the file from grayscale to RGB. Then pick the brush tool, and set it to Color mode from Normal, and then use the color dialogue palette to choose the shade of red for the foreground color. Paint over the lips and they will take on the red color while preserving the densities that define the shapes and details.
