new to photoshop and love it, but still having some difficulty with the blur tool. sometimes it's effect is stronger and other times (like right now) i try to blur an area for 10 mins and nothing noticeable changes! i've tried different combinations of brush size and stroke strength but i still can't figure out what will work every time!
any help greatly appreciated

I don't use the blur tool, but image size (both pixel size and resolution) and viewing percent also effects how much use of a tool will be required before you see the difference.

Perhaps selecting an area you want to blur and then using the one of the blur filters will help.

make sure your opacity is turned up.
