Are your actions in an action set?

I would like to download actions from internet.
As an instance from:
atncenter.com/downloads.htm

Download the atn file to a folder on your computer. It is actually a set containing an individual action. Then open the actions pallet and using the small flyout arrow, click on load actions and browse for the action you downloaded. That will bring it into your list of actions in the action pallet.

I suggest you create an new action set, giving it a distinctive name and drag all your important actions into the new set. Then using the flyout arrow, click on Save Actions and save it to a folder on your hard drive. Otherwise all your actions will disappear each time you reset your preferences. Better yet, if they are important actions, burn them to a CD. To load them again, follow the steps in my first paragraph and load the action set.

If you don't back them up, you don't own them.

Please remember that I am a rank beginner.
Im am confused by your instructions to "open the actions pallet".

I have no idea how to do that and I will greatly appreciate further instructions.

I wish to mention that aside from the actions pallet everything else seems clear to me.

If you can't find the actions pallet, go to Window>Actions.

The actions pallet now found okay, but I need further info re. "small flyout arrow".

on the upper right side of the action pallet there is a small arrow pointing to the right.

I have downloaded dave's action (unzipped) on desktop.
Have now found the small arrow pointing to the right.
Then have selected "load actions" quoting desktop and dave's action.
Then what? How do I proceed?
On reopening Photoshop I do not see Dave's among the actions.
How can I make use of dave's action?

sorry it is not in actions list.
I have many items in the actions list, such as lizard skin an so on, but not dave's action.

Another question: how do I make use of those actions that I have in the actions list?
