The non-profit I am working on is looking to do a photo contest on the web. Is anyone aware of out of the box or open-source software that we can plugin to our site and get a contest up and running. We have technical expertise, but not the time to code the contest software ourselves.

Not sure what you're looking for. Is it a form to upload images? A way for them to be rated once uploaded? Or are you really wanting to get into digital jurying like the two organizations I work closely with:
Zapp or
Juried Art Services
Both are complete services that cost well over $100,000 each to develope and are then licensed to the respective art shows that are interested. I know that neither is what you're looking for (overkill) but I don't think that there is an inexpensive turn key solution, at least from my experience. If you do find a solution that is low cost, I'd be interested in adding it to my web site also.
What if you contacted some of the websites offering galleries or upload sites to its members. For a very modest fee, you could upload photos that contestants have emailed to you. Each photo can have information attached indicating contestant, equipment, and photo details.
I would think it would be much less expensive than buying software and then setting it up.
Just a thought.
