My f3 will not shoot.There are new batteries in it. It is like it's turned off.(already checked that)It won't even
take a picture in manual settings.Any suggestions?

Check to see if the batteries are upside down. You can also try cleaning the battery contacts with a pencil eraser.

Larry.. wasnt 1/80 or somewhere like that a manual speed you could set on the F3 and override the electric shutter? I had F3's but its been a while back. That way he could know if it was a camera issue that is major or one not so major

I think it was 1/60 and T. Flash sync was 1/80.
