If you have some surface near the subject position that is a true neutral, do a manual white balance setting off it. The standard tool is a Kodak 18% grey card which produces a highly accurate balance. If this is impossible, do a manual white balance off the light itself. This can be equally accurate in the case of street lights, but does not take into consideration reflections from coloured objects in the vicinity like the grey card does. With digital cameras at this level, all the colour balancing filters are built in.

Another way is to shoot RAW and do the colour balancing after the fact, in an application like Adobe Camera RAW. This is specially useful if you have more than one kind of light source in your exposure, allowing you to strike an accurate colour balance for each one, then combine by layering and masking them together. Using RAW effectively presents a learning curve with image processing, but allows an extremely high level of fine tuning. When shooting RAW camera colour balance only impacts the preview image, not the actual image itself which is just the raw output of the sensor.

Since many artificial light sources use a discontinuous spectrum, there may be some sources that just can not adequately be turned into an apparent white-light source. Viewing the spectrum of an incandescent bulb or sunlight, the spectrum is a smooth transition from red to violet with all the colours between. Fluorescent lights and other light sources that do not depend upon a glowing filament, produce spikes of colour across the spectrum. Films and sensors are based on proportions of the three primary colours which works well with continuous spectra, but unpredictably with discontinuous sources.

Whether you shoot JPRG or RAW, you can still get close to accurate color by using Curves to color correct. Using the eye dropper for white point, black point or neutral gray point, find an area in the image for each and click on the eye dropper than click on the point you want to match. Like a white sign in the image would work for a white point reference.
